When there are 2 right turn lanes and you are in the left one, it is illegal to make a right turn on red.

You are correct ................. only if a no turn on red sign is present

That would apply to both lanes.

Corey, you aren't factually wrong very often. Under no circumstance is it legal to make a right turn on red from the left of 2 right turn lanes, sign or not.

Clue is correct, at least for Iowa. Unless Corey can find something to override this law [emphasis mine]:

"
321.257 -
2 (a). A “steady circular red” light means vehicular traffic shall stop. Vehicular traffic shall remain standing until a signal to proceed is shown or vehicular traffic, unless prohibited by a sign, may cautiously enter the intersection to make a right turn from the right lane of traffic or a left turn from a one-way street to a one-way street from the left lane of traffic on a one-way street onto the leftmost lane of traffic on a one-way street. Turns made under this paragraph shall be made in a manner that does not interfere with other vehicular or pedestrian traffic lawfully using the intersection. Pedestrian traffic facing a steady circular red light shall not enter the roadway unless the pedestrian can safely cross the roadway without interfering with any vehicular traffic.

I don't know. Both right lanes might be considered the right lane, just like both lies might be considered the best shot? I think until they clarify that in minutia, it will be up to the TD to decide.

 I was gonna say something about how subjective that law, like most in dg, are.
