Jon Latch mentioned spot welding the pieces to the pole to stop the theft that GDL mentions. Epoxy that you mention might work just as well, and avoid any rust exposure on the weld.

We'll talk about some of these ideas at our next meeting. I think Rodney is on the right track. Two things we need to consider. Firstly, do we need to sacrifice any of our flexibility for security. In other words, is welding things together going to make it so we can't have 3 pin placements per hole. Secondly, do we need to think about not having baskets in visible/accessible spots? Or maybe we need to just make it so our baskets near roads only have one placement and can't be moved at all.

We're talking about welding the chains and basket to the pole, not the pole to the sleeve. So they will still be movable. This won't help for lock cutting or pole sawing but it would stop someone from removing the main pieces.

You weld the top (chains) and the sleeve at the bottom. There is no way to get the basket past these points so you don´t have to worry about welding that to the pole.

This will not interfere with moving baskets. It only makes the lock actually worth puting on.

Technically, they could still be taken, but nowhere near as easy as it is now.
